On StrongARM systems without VT support, an inittab file is created which
doesn't list any existing tty device. The on chip serial ports on StrongARM
systems are NOT called /dev/ttySx but /dev/ttySAx because they use another
serial driver than normal 16550 style uarts and other major/minor numbers.
