Bug#145469: boot-floppies: [woody] installer went into infinite loop after rebooted

I was using bf2.4 boot floppies to install woody with japanese
installer. After base packages are installed and rebooted, it asked
me whether to set time to GMT and then I created a new normal user account.
After that I looped again to "set time to GMT?" to creating user
account over and over again. No matter what I answered I cannot get
out of the loop

The hardware is a desktop, ABit motherboard with PIII-1GHz, 128MB Memory,
NVidia video card, and no SCSI.
