Bug#143404: woody safe/rescue.bin fails to load linux.bin

Package: boot-floppies
Version: 3.0.22-2002-04-03
Arch: i386

host machine:
I am trying to install on a Digital Celebris GL5133, circa 1996.
BIOS is Phoenix 4.04, (1984-1995). Memory 64Mb. PentiumI processor.
Win98 currently installed, I am looking forward to blowing it away.
IDE controller is Intel 82371FB. Hard disk is 1.8Gb.
System contains Toshiba XM-5302TA cdrom, but cannot boot from cdrom.

Problem description:
Starting from power off, I get the SYSLINUX banner ok. Then this -

  boot: <return>
  Loading linux.bin...
Boot failed: please change disks and press a key to continue.

Note the number of dots after linux.bin; it reliably fails after the
third. There are interesting noises from the floppy drive at the point
of failure. I

Installation materials I am using:
Image was downloaded from
mirror.aarnet.edu.au/pub/linux/debian/dists/woody/main/disks-i386/3.0.22-2002-04-03/images-1.44/safe
I checked the md5 sums, they match.

I changed the floppy hardware. Same behaviour.
I tried a potato boot disk. Same behaviour. Image was from
mirror.aarnet.edu.au/pub/linux/debian/dists/potato/main/disks-i386/2.2.26-2001-06-15/images-1.44/safe

I created the rescue.bin disk with rawrite2 using the same floppy drive,
and also with dd from a linux box, as per install.html.
Same behaviour.

A redhat 6.1 rescue disk boots perfectly.
The woody disk boots perfectly on a recent (2000) Dell GX110.

Any help appreciated. I can't see this reported after these searches:

pkgreport.cgi?src=boot-floppies&repeatmerged=yes
