Documentation build gives no error, but no contents

I tried a bulid with make release on powerpc just now. 

I went to look in the release directory, and the doc tarball
is 104 bytes (and has nothing but the doc directory in it).

I've got a feeling this is just a build issue, so won't file
a bug yet.
