Bug#141106: woody base-1.bin sayes "wrong disk"

This is a known problem covered on the list recently, but we haven't
figured who or what generated the base images. floppy-split was
incorrectly invoked when they were generated. Where did you obtain
the images?

For a workaround, you could generate your own base images on another 
machine from basedebs.tar.
