Couldn't one use Potato version of this same thing to upgrade to the
Potato version (for slink, bo, hamm, whatever) and then from there
upgrade to Woody?

If not, someone should take responsibility for building these
back-ported versions for older releases and getting the ftp-masters to
put that directory in the appropriate location under 'woody'.

For now, the release notes should be modified to either to point to
the old version or else note that one is needed but not available yet.
Pointing to nowhere doesn't help our users too much...
