Bug#137992: base installation fails because of missing package

The invalid-debootstrap... list had pppoeconf in it, but the basedebs
used for the CD didn't contain it. The network install should have
worked, but that's not your concern anyhow, judging from the next para.

There is a fixed basedebs.tar in the archive now
(disks-<arch>/base-images-current) which includes pppoeconf. If all else
fails, you could download that and burn it on the CD too, so at least
it would be available.
