It sounds like the CD you are using was made with some kind of bad build
of the boot-floppies.  Here at debian-boot we do not produce CD images
so there isn't much we can do about this.

Other people clearly are using PCMCIA devices to install their systems
with at least a modicum of success, since we are seeing bug reports like
#131967.

I suggest you try creating a new CD with the latest boot-floppies images
from the archive and see if that performs any better.
