Bug#135138: Kernel panic in boot-floppies-2.4

After booting from rescue floppy, at request:
VFS: Insert root floppy disk to be loaded into RAM disk and press ENTER
I hit the enter key once without changing the floppy and I get:
RAMDISK: Couldn't find valid RAM disk image starting at 0.
VFS: Insert root floppy and press ENTER
If I hit enter again without changing the floppy I get:
cramfs: wrong magic

and it's locked from there. It seems it should simply continue to
request the root floppy without locking.
Machine: Toshiba Satellite Pro 430CDS Pentium 120 with 40 megs of RAM.
