Bug#132350: basedebs.tgz not gzipped

I hope I'm submitting this for the right package. I tried installing Woody
from floppies on Feb 2, 2002. The installer didn't like the base disks (it
couldn't recognize the first disk as a base disk). I used dd to move all
the disks over and catted them into a basedebs.tgz (first checking that this
produced the exact same result as basedebs.tgz).
Using the basedebs.tgz resulted in the installer complaining that gunzip
failed. I gzipped the file and everything worked.
