I object.  We should fix, rather than disable, it.  Could you
please try the following code instead?

    mknod $TARGET/dev/initctl
    tail -f <$TARGET/dev/initctl >/dev/null &
    TAIL_PID=$!
    on_exit "kill $TAIL_PID"
