I suggest:

Please test this with the latest debootstrap.  Iit should work the
same on a fully installed system as when installing the system).  If
it behaves differently, then the problem is probably with busybox
wget, in which case

 - "go report a bug against busybox"

Otherwise, please

  - "go report a bug against debootstrap"
