It would have to be modconf, or else modutils. Boot-floppies itself
doens't actually do any of the module loading.
Submitter, do you have a box with the stock kernel-image-2.2.19 (or
-idepci or other flavors) on which you can test this? You should get
the same results calling 'modconf' as root after installation. Please
confirm this.
We would also need to see specific error messages. Most of us don't
have this hardware.
