problem is, debootstrap wants to work on more then just debian
systems, it runs on redhat boxes now (among others) (i found this
quite useful in installing debian on a box many miles from me, it used
to run yellow hat linux)

its not.  basedebs.tgz is a alternate means of transporting the .debs
is all.  its only for hard disk based installs, and it contains only
.debs.  

but your correct we still need tar, for that and for the `report a
problem' function in dbootstrap.
