lilo gets downloaded but not installed

After downloading all the packages (and seemingly installing most
of them) lilo's executable is not installed.

The package is downloaded and resides in the right dir.

so it is not possibel to create a bootable system.

when I tried to install lilo (using /target/usr/bin/dpkg -i
/target/.... --root=target

dpkg complained, that the status area was empty. and in fact the
staus file of debian is size 0. (as well as all other dpkg files
and dirs).

so extracting fails somehow for some packages, and information
gets lost for all.
