  tighten up i18n newt and slang proper dependancies, with some variance
  for the messed up i386 situation
  
  the fact is that I don't really right now know the right combination
  of newt/slang which is going to work in i386 LANG_CHOOSER for both
  i18n and non-i18n builds -- right now my strategy is to go with
  libnewt-utf8-0 on i386 when LANG_CHOOSER is on and skip libnewt
  reduction altogether, but I don't know if that's the right path or not
