fallback to single language when fbcon not available
I think this patch should fix the problem with running an i18n-enabled flavour
on a machine with an unsuitable graphics card. I haven't tested it yet, and I
won't have time to do so until tomorrow evening, so I'm not checking it in. If
anybody else wants to try it out, please do.
