This is a bad interaction between sysvinit and busybox init during
installation when there's initrd stuff going on -- it's sending a HUP
to the swapper, causing the kernel to hang.

I've merged this with the existing bug on sysvinit and raised the
severity of the latter.  I hope there is no question that this bad
interaction must be fixed for the Woody release.
