I don't know what to tell you. I can't reproduce this error.
messages_C.ent should contain:
<!entity Debian-GNU-Linux-Installation-Main-Menu "``Debian GNU/Linux Installation Main Menu''">
If it doesn't, that's because you must have a forked debootstrap.
