Thanks to ah and doogie, I now have a recipe for people to
avoid creating coasters. Simply use debbootstrap to get the list of
base packages and ensure they exist in your local mirror.

__> apt-ftparchive generate /etc/apt/archive.conf >& /var/log/archive.log
