Do you mean a base tarball?

Well, Hurd isn't releasing with Woody, so this is more of a
debian-installer issue than a boot-floppies issue.

I'd have to kick this over to Joey Hess or other debian-installer
hackers.  The debian-installer system is modular, not as monolith as
boot-floppies, so I can't see how it would be all that hard.
