It is a tarball -- not the deb files

It's only needed, say, for people, who for instance, want to download
it to a zip drive at work where they have fast network access, then
take that home, and use that to install base with.

However, remember, the archive would contains both basedebs.tgz as
well as split 1.44k floppy images, whereas the CD would only need to
contain the split floppy images.

They would need to run debootstrap to create it from the CD, and
that's not ported to DOS, thank god.
