do we need termwrap?

Hi!

I have asked this before, but still no compromise has been achieved on it.

Are we planning on using termwrap or will we be switching to another new
scheme?

If we are gonna continue using terwrap for setting the LANG and LC variables
and all terminal settings in general... Could we please find a place for it
to be?

As I told before, when aph removed debootstrap from boot-flopies the comment
he put on it was:

remove this cruft; anything that needs to get into base needs to be
added to debootstrap pkg, not here

Ok, so now it is nowhere, so now the install will fail.

Well, we have to fix this, if we are gonna continue using it and I still
have not seen any proposal looking into other direction... where do we put
it?

Could base-files (the package) as has been sugested by some here, be the
right place for it?

If base-files is not the right place... where do we put it?
