Bug#95921: superformat isn't on root.bin or installed by debootstrap

yes, I saw that I could do that, before I hit send on the mail, but sometimes
my fingers do their own thing, and send mails anyways.

To address the problem, dpkg 1.9.4, which was just recently installed, allows
debootstrap to run all the way thru, without having to call dpkg in a loop,
because of segfaults.

Here's to hoping dpkg is finally fixed.
