But this introduces a single point of failure -- you have to be able to
connect to ftp.debian.org

In base-config, I simply included the Mirrors.masterlist file, and
processed that at install time. No single point of failure, although if
a mirror goes away, there may be a dead item on the menu. That could
easily be solved by doing some kind of ping, although I have not put
anything like that in base-config yet.
