[i18n] README-Users.m4, index.html



Hello!

If other translators also care to translate this file, I guess we should
have a consistent way of naming that file when it's built.
If all language have a sane method of naming the language in ASCII only
(URLs don't like anything else AFAIK), then we can make it like this:

README.txt
README-Polski.txt
README-Deutsch.txt
[...]

I guess this is more user-friendly, since the user will hopefully more
easily notice his language's name in the listing.

If not, then let's just stick to those two-letter ISO codes.

I guess all you have to do is translate the file, put it in
README-Users.??.txt, add a rule to top-level Makefile, and a line to
release.sh (it's near the top of the file).

The second thing is the index.en.html.m4
Since it seems we have to stick to m4 for it at least for potato, so let's
translate it... support for translated versions already seem to be in the
Makefile
