I was doing a fresh install from the compact 1.44 disk set. When I went
to configure the ISA ne ethernet card I supplied 'io=0x300 irq=10' as
the params since this device must have at least io specified. The
modules failed to load. I exited to a shell and looked at dmesg and
noticed that the ne module complained:

ne.c: No PCI cards found. Use "io=0xNNN" values(s) for ISA cards.

So, I just manually ran:

insmod ne io=0x300 irq=10

and the module inserted just fine. I conclude from this that the module
configuration isn't passing the parameters I supplied in the
installation interface.

This bug is fixed, dunno in which version but it is in the current
version.
