This is a little touchy.  Didn't we try to address this before?
Perhaps you could clarify.  At the point when you are getting a
prompt, we already know what the device is, right?  What is the
message box that appears at this point?

Uh, um, I don't know.  Maybe this is a base-config issue.  Perhaps
file a wishlist against base-config.

Ah, that's because that's not a valid keyboard.  That's a language.
Plus, I think it's bootkbd.  According to f7.txt (instructions on
rescue disk) a proper arg would be:

  bootkbd=qwerty/us
