It builds correctly, but the PDF looks ugly. Strange is, it I comment out
\usepackage{t1enc}
then is uses the correct font and looks aproximatly correct.

no. it builds, but only uses IMHO rastered fonts and not pdf fonts

No, it builds just fine - same problems have hr and I think other latin2
languages. And it only effects the .pdf file generation.
