more MAKEDEV woes

I know I should probably do a bug report on MAKEDEV, perhaps
someone can suggest precisely what is wrong (esp. after the 
previous problem I reported a few weeks ago).  This one's
fatal, however:

mke2fs 1.18, 11-Nov-1999 for EXT2 FS 0.5b, 95/08/09
I: mounting loop file /tmp/fimgqY8wcd on
/var/tmp/boot-floppies/mnt.rootdisk
I: extracting packages (EXTRACT_LIST) into extract area,
'/var/tmp/boot-floppies/extract-tmp-12104'
I: stripping executables in extract area
I: making devices in root area (/var/tmp/boot-floppies/root-tmp-12104)
/sbin/MAKEDEV: substr 0123456789abcdef: value too great for base (error
token is "0123456789abcdef")

boot-floppies 2.2.12, 
Linux panton 2.3.99-pre6 #4 Fri Apr 28 12:42:16 BST 2000 i686 unknown
makedev 2.3.1-42

It doesn't happen in 2.2.11 boot-floppies
