This is general issue, affecting all modules that need parameters.

When running in the bootdisk environment, modconf fails to update the
modules.conf file. The options are written to
/target/modutil/<module>, but neither /etc/modules.conf nor
/target/etc/modules.conf is rebuilt (perhaps it is, but it doesn't pick
up the new file).

BTW, if /target/etc/modules.conf is the file to use, the modprobe call
should probably contain "-C $Target/etc/modules.conf", too.
