Bug#59428: build] doesn't install docs in /usr/share/doc

No problem.  I am simply trying to understand what it is you are asking
that we change in this report.

Actually, what I said was incorrect.  Documentation is installed with
this command:

  TOOLS_DIR=/archive/debian/tools ./release.sh i386 potato 2.2

I am still confused what this bug report is all about.
