getbugs script in boot-floppies tree

Karl, please remove this from the boot-floppies CVS. For one, it is not
specific to boot-floppies. If you want to use it personally, that is fine.
Second, I am not supporting the BTS LDAP server on master as a full time
mission critical application. IOW, it will die often, and for long periods
of time, no not depend on it.
