inn2 mystery solved
The configuration was looking in /etc/news/inn.conf, not
/etc/inn.conf. Once I edited the former AND was connected to the internet
(both parts were necessary) inn2 was able to run through the configuration
and installation.
I filed a bug under the inn2 package about it. I assume only one inn.conf
should live on the system.
