Bug#60449: base.tgz doesnt contain suidmanager which causes e.g. pppd to fail installation

Hi,
it seems the base2_2.tgz doesnt contain the suidmanager which
causes pppd to fail installation during the normal path
(initial reboot -> tasksel -> apt-get/install).
The error is
Prepareing to replace ppp 2.3.11-1.1 (using .../ppp_2.3.11-1.2_i386.deb)
/var/lib/dpkg/tmp.ci/preinst: suidunregister: command not found
dpkg: error processing /var/cache/apt/archives/ppp_2.3.11-1.2_i386.deb
and later ...
Errors encoutered while processing:
/var/cache/apt/archives/ppp_2.3.11-1.2_i386.deb
E: Sub-process /usr/bin/dpkg returned an error code (1)
Some errors occured while unpacking. .....
This is while installing via network (Initial install from
beta iso images from ftp.kando.hu based on boot-floppies 2.2.8)
