Bug#60371: base, installation glitches (configure network, start new system)

Thanks for the quick response.  I won't have a chance to test the changes as
I'm not up to speed with CVS.  Anyway I'm already hitting more problems as I
try to get Debian 2.2 off the ground on this system.

I chose to reinstall once more, this time configuring my network card, in
order to go through the Network Configuration successfully - I was having
problems later on I believe due to network stuff not having been setup.  My
card uses driver `ne', with options `io=0x340 irq=10'.  I selected `ne' out
of the `net' section, set up the options, but it then reported "Device or
resource busy", and refused to accept the module.  This is even after I'd
manually enabled the other module that it depends on (8390).

Going to the other screen, I type in `insmod ne io=0x340 irq=10', and it
loads no problem.  I go back to the main screen, try to install `ne' again,
and it accepts it this time.  I don't know why it's doing this.

Eventually, I reboot, and the kernel comes up.  Again loading `ne' fails,
with this message:

  ne.c: No PCI cards found. Use "io=0xNNN" value(s) for ISA cards

Again, my `insmod ne io=0x340 irq=10' command works, having logged in.  I
notice that both `8390' and `ne' are listed in /etc/modules, and that the
options for `ne' are listed in /etc/modules.conf:

  options ne io=0x340 irq=10
  
Despite this, insmod doesn't seem to be picking these up.  `insmod ne' gives
the following output:

  Using /lib/modules/2.2.14/net/ne.o
  ne.c: No PCI cards found. Use "io=0xNNN" value(s) for ISA cards.
  /lib/modules/2.2.14/net/ne.o: init_module: Device or resource busy

insmod version is 2.3.9, as installed with the base system.

Shall I report this as another bug, officially ?  And if so, is this to the
`base' system, or perhaps to `insmod' ?

I can work around this, but I guess every person like me who goes through
this process knocks more bugs out for the next person who tries ...
