Bug#59848: "Reboot system" doesnt work

Hi,
after installation the "Reboot system" doesnt work (ThinkPad 390E - Latest
Bios) - The first time the "initial copyright and welcome" screens is
shown - After "Continue" you end up in the same menu - Pressing reboot
gives some kind of "Rebooting" but nothing really happens - you end up
in the same menu again.
The error with the "First time reboot" and the initial copyright and
welcome screens also happens on a different machine - This machine
reboots on the "second" try.
This is valid for boot-floppies 2.2.7 and 2.2.8 (http://gandalf.tausq.org/debian/dists/potato/main/disks-i386/)
