Bug#59178: Readme has wrong instructions for rawrite

Currently the readme.txt in disks-i386 reads

Alternatively, from DOS, you can use use rawrite2.exe to write the 
files
to floppies:

  rawrite2 <file>

This is the wrong syntax.  Here's a sample terminal session:

S:\download\debian\dists\potato\main\disks-i386\disks-1.44\compact>..\..\raw
rite
2 rescue.bin
RaWrite 2.0 - Write disk file to raw floppy diskette

rawrite: 'rescue.bin' - unknown option.
Use 'rawrite -h' for instructions.

I think the long version of the installation manual now has the right
syntax, e.g.,
rawrite2 -f rescue.bin -d a

Also, there are no flavor-specific readme, which the top level readme
promises.
I vote to put all the info in the top level readme (or at least a summary):
people shouldn't need to go
fishing around to determine what each flavor does.
