Bug#58944: multiple system oddities after upgrade to frozen 23 Feb 2000

I'm running frozen

Linux penumbra 2.2.13 #1 Sat Jan 8 15:47:02 EST 2000 i586 unknown

libc-2.1.3.so


After upgrading yesterday (23 Feb 2000), the following things
happened:

esd no longer starts:

penumbra% esd
Unable to bind port 16001

I cannot telnet to my machine from my machine:
penumbra% telnet penumbra
Trying 24.128.52.119...
telnet: Unable to connect to remote host: No buffer space available

The kernel logs the following message (I cannot reproduce it
deterministically):

  kern.log:Feb 24 22:43:52 penumbra kernel: neighbour table overflow

It shows up in syslog, kern.log, and messages
