Bug#58705: unwanted parameter notation in modconf

During the installation of modules, the following thing happens which, I think,
is not what we want.
The problem is that the parameters that are entered for a module are written to
/etc/modutils/modconf, even when the insertion of the module fails.
Example : I need the ne module. I forgot(again) whether it is at IO 0x240 or
0x300. First I try io=0x240 as parameters. This fails (init_module: Device or
resource busy). Then I try io=0x300. Eureka, it works. However, the
/etc/modutils/modconf file, from which modules.conf is generated, now contains
the following :

ne io=0x240
ne io=0x300

Of course, the first line should not be there. Exact formulation of the problem:
The /etc/modutils/modconf file is updated even when the insertion of the
modules fails if modconf is used.

As a result also the /etc/modules.conf file that is genrated automatically has
a double line in it. I hope that this report is of any use, good luck.
