Please consider that "base" is not the garbage-collector.

If eterm is not the right status, then please file the bug report
against that package, with the exact version you used.

On my system, apt-cache does not show the reconmends line on eterm,
so I think this was fixed already, and close this report.
If you check the updated version of eterm and find another problem
with it, then please file the bug on that package, not the base.

"base" consists of the standard Debian packages, but it has
some amount of time lag with the current archive, because base tarball
 (base2_2.tgz) is made of the packages which are gotten from our ftp 
archive at it's build time.

So the problem with the base can be traced to the correct package
which has or had the bug, sometimes the package is fixed before tester
use the base in boot-floppies. This time lag will be eventually resolved
at the release or the testing time, when the packages are not updated anymore.
