Bug#57365: init hangs: no more processes

After installing the base system and rebooting, the final potato
installation hangs here:

	INIT: no more processes left in this runlevel

Looks like /etc/inittab is corrupt.  Before reboot, /target/etc/inittab
has the following lines commented out that would cause the problem:

#1:2345:respawn:/usr/sbin/dpkg-reconfigure base-config </dev/tty1 >/dev/tty1 2>&1
#2:23:respawn:/sbin/getty 38400 tty2
#3:23:respawn:/sbin/getty 38400 tty3

The first should be uncommented by the installer as it previously did and
should be modified appropriately if on a serial console.
