Bug#55772: base-config: check for nis before asking "create a user account"

it´s of no use to ask "create a user", if the system is a nis client.
also, the scripts fail, and no not continue if you say "no".
dpkg: error processing base-config (--configure):
 subprocess post-installation script returned error exit status 1
