Language selection menu

I've done a bit of hacking on the language selection menu, but haven't
checked it in yet because I'm not sure how to make dbootstrap load the
"right" catalog file after the language is selected.

Any ideas?  I've got the code to the point that "bootargs.lang" gets
the correct ISO code from the menu (with a lot of pointer indirection)
so it's just a matter of telling the code to load the "right"
translation (replacing the C translation which is necessary to display
the menu properly... the boxes crash without a catalog loaded).
