Bug#35504: base2_1.tgz: ownership/permissions of /var/log (?).

/var/log permissions set by base-files get overriden by different
permissions set by other packages included in the base system:

modutils: drwxr-xr-x root/root         0 1999-12-25 16:19:57 ./var/log/
sysklogd: drwxr-xr-x root/root         0 1999-09-15 17:04:29 var/log/

Please decide which packages need changing (since it's not a big deal,
perhaps it would be best just to change base-files?), and file bugs
accordingly.
