Just a thought...

I don't understand why you can't butcher whatever is required to get the
system installed from floppies, as long as dpkg knows to upgrade the
partial/hacked packages (perhaps flagged as "installed", 
"reinstall-required" in /var/lib/dpkg/status).

The only problem I can see is if someone tries to run with the base
system (as installed from floppies only) without fetching additional
packages via an automated process.  i.e., if someone installs from
floppies, then adds packages by "dpkg -i <.../dir/package>" without
bothering to upgrade the partial/hacked packages.

IMO, the base system needs just enough to allow one to
upgrade to a full system via whatever method possible (including
grabbing files via zmodem, which was not possible with bo, hamm or 
slink because no comm prog was included in base!).
