boot-floppies_2.2.1: base not made with dpkg.

Hello,

it looks like dpkg is not letting base_passwd_2.1.2.deb to be fully
installed.

The trace says on my setting that I need to use dpkg --configure dpkg
in order to
be working with epoch. But dpkg needs base_passwd...!
