unknown devices being made in boot-floppies

In the boot-floppies script to make the rescue disk, I think we must
be doing something wrong, because on i386 I get the error:

 /dev/MAKEDEV: device: unknown major number for cdu31a
 /dev/MAKEDEV: device: unknown major number for sbpcd
 /dev/MAKEDEV: device: unknown major number for aztcd

We're trying to make /dev entries for possible CD-ROM types on i386.
Is there a different method we should be using?  The complete device
list for i386 we're using is:
