When using the disk generated using the lowmem.bin image to start an
installation it tells you it can be used to install Debian in machines with
less than 4Mb.
I tried it with a i386sx, 25 Mhz, 2Mb machine and it just stopped after
loading lowmemrd.bin and linux kernel from the bootdisk with the following
error display:
Less than 4Mb of memory
-- System halted
I also tried to load the kernel and lowmemrd.bin from Dos using loadlin
which failed with the same error message.
I tried the disk in other machines, with 4Mb or more and it worked just
fine.
I think the kernel used in the bootdisk does not allow for a machine with
less than 4Mb of memory to be booted. So I suggest to change that kernel
from the lowmem.bin image or correct Debian.txt in the lowmem.bin bootdisk
to reflect the real situation ("for use with machines with less than 6Mb
and more than 4Mb").
I'm trying to get more memory so I can install Debian in this machine, but
if it's possible to get a kernel that lets me do it with what I have now,
please let me know.

The bug you have reported has been fixed in the boot-floppies released
for potato, currently the unstable debian distribution. If you get a
chance, please test these boot-floppies for the problem you reported.
We know of a number of other problems in unstable, however, so beware.

boot-floppies (2.1.11) unstable; urgency=low
* Changes made by Martin Schulze <joey@debian.org> to provide proper
German disk images. Details follow:
- Added support for a creator != maintainer, main Makefile and
rootdisk.sh
- Added detection for modules in main makefile since both minix
support and loopback support is sufficient when provided as modules
and kerneld/kmod
- Extracted MSG_BOOT_MESSAGE_TEXT from all lang_<lang>.h files into a
boot_message file. This file will be converted by rootdisk.sh to
use the proper charset which was required since it is displayed
before Linux is loaded and thus the IBMPC charset is used on intel
