Subject: A setup bug

Hello,

this is rather an unsignificant 'bug' and was probably reported quite
often. It might be either outdated, or fixed in future releasses, but for
newbies it could be quite a hassle to live with this bug.

The problem is, that in the Debian 2.0r3 distribution the /tmp directory
is owned by root, and has drwxr-xr-x set, whereas it ought to be
drwx-rwx-rwx, otherwise mandb, man, mc and perhaps gcc (not sure) segfault
often, since they can't write into /tmp.
